Tewkesbury Borough Council is embarking on an exciting period of change as Local Government Reorganisation (LGR) progresses across Gloucestershire. We are looking for an experienced and motivated Procurement Support Officer to join our team and play a key role in supporting the Council through this transformational journey.

This is an excellent opportunity for a procurement professional who enjoys working collaboratively, providing practical advice, and ensuring procurement activities deliver value for money, transparency, and compliance.

About the Role

Reporting to the Head of Asset Management, you will support procurement and contract management activities across a wide range of services and projects. You will work closely with procurement officer, Head of service, council officers and suppliers to ensure procurement exercises are undertaken efficiently and in line with legislation, Council contract procedure rules and best practice.

The role will be instrumental in supporting procurement requirements arising from service transformation, organisational change, and the transition towards new local government arrangements.

What You'll Be Doing

  • Supporting procurement exercises from quotation stage through to tender award.
  • Providing procurement advice and guidance to service managers and project teams.
  • Assisting with the preparation of tender documentation, evaluation processes, and contract award reports.
  • Maintaining contract registers and procurement records.
  • Supporting compliance with the Procurement Act and associated regulations.
  • Assisting with supplier engagement and market testing activities.
  • Monitoring procurement performance and identifying opportunities for efficiencies and savings.
  • Contributing to procurement projects associated with Local Government Reorganisation and service transformation.

About You

We are looking for someone who can demonstrate:

Essential Requirements

  • Experience working within a procurement, commissioning, purchasing, or contract management environment.
  • Good understanding of public sector procurement principles and practices.
  • Experience of supporting tendering and quotation processes.
  • Excellent organisational skills with the ability to manage competing priorities.
  • Strong communication and stakeholder engagement skills.
  • High levels of accuracy and attention to detail.
  • Proficiency in Microsoft Office applications and procurement systems.

Qualifications

  • Level 4 qualification in Procurement and Supply (CIPS) or equivalent, or willingness to work towards achieving this.
  • GCSEs (or equivalent) in English and Mathematics.

Desirable

  • Experience of working within local government or the wider public sector.
  • Knowledge of the Procurement Act 2023 and public procurement regulations.
  • Experience of e-procurement systems and contract management processes.
  • Working towards or holding MCIPS status.
